Transportation Implications of Emerging Economic Development Trends

ASWinc was the principal investigator for this Transportation Research Board synthesis. The objective of the synthesis was to identify role of transportation in location decisions for various types of industries and business functions. The research involved extensive literature reviews and interviewing throughout the US. The National Cooperative Highway Research Program published the results in August 2008 for national distribution (Research Results Digest 327).

Freight Ferries in the New York-New Jersey Region

ASWinc, worked with Rutgers University and New York University, developed a policy framework for advancing the use of freight/truck ferries in the New York-New Jersey region. Principles for a US Public Freight Agenda in a Global Economy

This publication was developed at the request of the Brookings Institution. The changing nature of the American economy-particularly increased overseas manufacturing and "just in time" delivery supply chain operations-directly impacts America's infrastructure needs especially when it comes to the movement of goods by freight, be it by truck, train, ship, or plane. In this paper, the authors argue that, rather than the Balkanized approach of the past, a systems-based and multimodal agenda for the nation's freight needs, involving regional coordination, public-private partnership, and federal funding recognition of the same is nec-essary to maintain America's competitiveness and economic well-being. Their argument is also accompanied by a broad overview of the freight system as it exists today, the multiple stresses affecting it, and a set of guiding principles and policies to meet these challenges.

Portway Extensions Concepts Development

The Portway Concepts Development project seeks to identify ways to improve container movement within and through the northern New Jersey area. As part of this project, ASWinc helped develop the container flow projections, warehouse trends and potential road and rail concepts. The firm also managed outreach to key stakeholders and undertook the economic assessment of the impact of new port-related warehouse and distribution center development.

Integrating Freight Facilities and Operations with Community Goals (TRB Synthesis 320)

A. Strauss-Wieder, Inc. was the principal investigator for this Transportation Research Board synthesis. The objective of the synthesis was to identify successful efforts that better integrate freight transportation facilities and movements with community goals (such as quality of life, traffic, environmental, safety, security and economic development). This integration enables freight transportation to be perceived as better neighbors. The document is in wide use throughout the US.

NCHRP Report 497: Financing and Improving Land Access to US Cargo Hubs

ASWinc was co-Principal Investigator for this important analysis. The project called for identifying and assessing projects throughout the US and overseas that involve improving access to airports, seaports, warehouse/distribution center concentrations, rail yards and industrial complexes. Access projects vary considerably in type and financial approach. The end result provides recommendations on best practices and approaches for these types of projects.

Freight System Performance System in Northern New Jersey

On behalf of the North Jersey Transportation Planning Authority, the metropolitan planning organization for Northern New Jersey, ASWinc was the deputy project manager for inventorying freight facilities and operations in the area; developing the first comprehensive freight database in New Jersey (which brings together information from agencies and sources throughout New Jersey, federal agencies, and private sources; gaining stakeholder input as to key questions and issues; arraying available information to address the questions and issues; developing strategies and performance measures; and updating the freight transportation element of the agency's Regional Transportation Plan.

2000 and 2004 Economic Impact Assessments of the New York-New Jersey Port Industry

ASWinc undertook the most recent economic impact assessments of the NY-NJ Port Industry, which includes analyses of cargo flows, passenger/cruise ship activity, inland movements and the location and impact of maritime industry activities (such as ware-houses/distribution centers). ASWinc conducted all of the maritime industry information gathering and analysis for these importance assessments.

MARAD Port Economic Impact Kit
US Maritime Administration

A. Strauss-Wieder, Inc. led the development of the MARAD Port Kit, the latest version of the economic impact model for port agencies to assess the implications of maritime traffic and new investments. This project involves extensive analysis and interviewing of maritime and intermodal operations at ports around the country on all sectors of the port industry (includ-ing containerized, breakbulk, bulk, project cargo, cruise activity and passenger ferries). In-formation was collected on all of the activities and expenditures directly needed to move wa-terborne cargo and passengers. Accordingly, data was collected on vessel operations and expenditures, terminal operations, intermodal facilities and service providers (including trucking, rail and barge), warehousing, freight forwarding, value added services, cus-tomshouse brokerage and other port services. This information was collected in nearly 20 port areas in the US. The model has the ability to assess the economic implications of ferries, cruise vessels, container, dry bulk, liquid bulk, breakbulk, auto, and project cargo. Several types of maritime and intermodal related construction activity can also be assessed with the model.

"The Value of Freight to New Jersey" Report

A. Strauss-Wieder, Inc. developed a non-technical report on the freight industry in New Jersey. The material in the report is designed to educate and inform various stakeholder groups and the general public about the freight industry - its role in serving the State's population and industry, along with profiles of the overall system and individual modes. The report is also being structured for use as web page content to facilitate dissemination of the material. A. Strauss-Wieder, Inc. also developed two Powerpoint Presentations on the Value of Freight for NJDOT use and has presented the material at several regional forums.

New Jersey Warehouse/Distribution Center Review for the Brownfield Analysis North Jersey Transportation Planning Authority and New Jersey Institute of Technology

ASWinc interviewed warehouse/distribution center developers, operators and brokers to provide a New Jersey context for the Brownfield Study. The interviews include discussions of the current state of warehousing (including port- and airport-related warehouses), location considerations and future outlooks. ASWinc presented the initial results of the analysis at the Brownfield workshop sponsored by NJTPA.

The Local Economic Impact of the Chesapeake and Delaware Canal
Maryland

At the request of the Maryland Port Administration, A. Strauss-Wieder, Inc. assessed the economic impacts accruing from the Chesapeake and Delaware (C&D) Canal to communities located along its banks. The local economic impact analysis performed by the firm included conducting interviews with local businesses, meeting with area officials, discussions with local real estate agents, estimating direct expenditures related to the Canal, and as-sessing the full on-going economic impacts related to the Canal.
